The project’s target population are families and clients of the Department of Mental Health through the Mental Health Services Administration Program. The project includes four residential buildings and one building for the community center.

The construction type is a combination of two-story and three-story wood framing with stucco exterior and concrete slab-on-grade foundations. Exterior design details include Spanish tile roofs, mottled colored stucco, with architectural projections around selected windows, doors and stone veneers.
